 Education Provider Certification

 Thomas School of Real Estate, LLC is certified by the North Carolina Real Estate Commission. The Commission’s address is 1313 Navaho Drive, Raleigh, NC 27609. Any complaints concerning the Education Provider, or its affiliated instructors should be directed in writing to the Commission. A link to the Complaint Form is provided on the Commission’s homepage (ncrec.gov).

 

Per Commission Rule 58H .0204, the Education Provider must provide each prospective student with a copy of the Education Provider’s Policies & Procedures Disclosure (PPD) prior to payment of any non-refundable tuition or fee. The PPD, which is required by the NC Real Estate Commission, outlines Education Provider policies plus the rights and obligations of the Provider and the student. A signed certification that a student received a copy of the PPD must be retained by the Provider. 

 

 Course Offerings

 Thomas School of Real Estate conducts:

 

X    the Broker Prelicensing Course required to qualify to take the license examination to become licensed as a real estate provisional broker in North Carolina; and

X    the Postlicensing Education Program needed for a provisional broker to remove the provisional status of such license; and

X    the annual Continuing Education courses needed to maintain a real estate license on active status.

 

Broker Prelicensing Course (In Person/Online Synchronous)

Purpose of the Course

Successful completion of the Broker Prelicensing Course is generally required to qualify for the North Carolina (NC) real estate license examination and to obtain a NC real estate broker license. The primary objectives of this course are (1) to provide students with the basic knowledge and skills necessary to act as licensed real estate brokers in North Carolina in a manner that protects and serves the public interest and (2) to prepare students for the NC real estate license examination. This course may only be offered by education providers certified by the NC Real Estate Commission. At Thomas School of Real Estate, the Broker Prelicensing Course consists of a total of __75____ instructional hours, including the end-of-course examination.

After passing the Prelicensing course, a student must submit a license application to the NC Real Estate Commission to be eligible to take the license examination. License application instructions are provided in the free publication Real Estate Licensing in North Carolina (RELINC) which is available on the Commission’s website at www.ncrec.gov. The minimum age requirement to obtain a real estate license in North Carolina is 18. 

 

Course Description

Major topics addressed in the Broker Prelicensing Course include basic real estate concepts and law, property taxation, land use controls, environmental hazards, brokerage relationships and practices, real estate contracts, real estate financing, closing a real estate sale transaction, real property valuation, property insurance basics, fair housing laws, landlord and tenant, property management, federal income taxation of real estate, basic construction, basic real estate investment, North Carolina Real Estate License Law and Commission Rules, and Trust Account Guidelines. Real estate mathematics is an important component of this course and calculations will be required.

End-of-Course Exam (Online Instruction-Synchronous)

The End of Course Exam will be administered within 7 days after the last day of online instruction.

The End of Course Exam will be administered online via the Zoom platform. Each student must read, agree, and then adhere to the Thomas School of Real Estate Testing Agreement before taking the End of Course Exam. Students must score a 75 on the End of Course examination and meet all attendance requirements to successfully complete the broker prelicense course.  

 

An end-of-course exam will not be administered to any student who does not satisfy the course attendance requirement. 

 (In Person) Students are not permitted to bring laptops, tablets, cell phones, or similar electronic devices (other than a basic calculator) into the testing site on the day of an exam. Any student who brings such a device into the testing site on the day of an exam will be required to remove it before the exam begins. 

No student shall be denied admission on the basis of age, sex, race, color, national origin, Familial status, handicapping condition, or religion.

Online Course Requirements

Students enrolled in the online 75-hour broker prelicensing course MUST have the following prior to enrolling in the course.

 *Broadband latest internet capabilities

*PC that is equipped with a camera. (All students MUST always remain on camera to meet the attendance requirement.

*Microphone

Testing Requirements (Online)

 1.The final examination will be conducted in the Zoom synchronous learning format. 

2. There will be TWO test monitors for the final examination always observing students. 

3. The test will be timed (3.5 Hours Maximum) 

4. All students must begin on time

5. Students MUST be “live” and present on camera for both testing monitors to observe. Students must be present 10 minutes prior to the administration of the exam for checking in and for identification. 

4. Students' cameras MUST show them from the waist up including the area they are working from. There must be NOTHING in their work area but scratch paper, pencils, and a calculator.   

6. Students will NOT be permitted to wear a smartwatch OR have a phone in their presence. 

7. Each student must hold up their scratch paper for the monitors to witness that they are blank on both sides before testing begins. Students will be permitted to have no more than 2 pieces of scratch paper. 

8. The final examination will appear within Google Classroom at the beginning of the designated test time in the format of a Google Quiz. The test will be multiple choice within Google Quizzes (forms) and taken on computer the same as the PSI testing format.Test questions will be randomized. Testing time will be for 3.5 hours (maximum) and after the time is up then the test will be immediately removed from Google classroom by the testing monitor ensuring testing security. 

 

9. The Thomas School of Real Estate will never use the same exam (exams) for each prelicensing class

10.  During the examination, students will be allowed to stand up, stretch and move about their testing area. During this time, they must remain in view of both testing monitors. Students will be permitted to leave their area for restroom purposes during the test. Lost testing time due to restroom breaks cannot be made up unless there is a previously disclosed and approved medically documented condition that warrants more frequent bathroom breaks. Testing monitors will document the time they leave and return.

11. Students MUST record themselves taking the test using Zoom recording and submit the recording to the instructor for review immediately following test submission.  

12. All testing will comply with federal regulations with the Americans With Disabilities Act and for those who require special accommodation for testing. It shall be noted that one of the testing monitors is a licensed special education instructor with over twenty years of teaching and testing experience in this area. This monitor holds master’s degrees in special education and Education Administration.

13. Failure to follow any of the rules and procedures for the final exam for the Thomas School of Real Estate will be a violation of testing procedures and the student will be disqualified from successfully passing the course. This also includes any suspicious activity being witnessed by the testing administrator and the testing monitor during the exam itself.

 Missed Exams

Thomas School of Real Estate, LLC WILL allow a Broker Prelicensing Course student who does not take the initial end-of-course exam as scheduled to take a makeup exam one time within 5 days of the last scheduled day of the course at a time and date stated by the Education Provider.

 Failed Exams

Thomas School of Real Estate, LLC WILL allow a Broker Prelicensing Course student who takes but does not pass the initial end-of-course exam to retake the end-of-course exam _1___ time(s); however, all retakes must be within __7__ days of the last scheduled day of the course at a time and date stated by the Education Provider.

Eligibility Requirements for Course Completion Certificate

 To successfully complete the Broker Prelicensing Course and receive a course completion certificate, a student must:              

a) meet the attendance requirements,

b) timely submit completed in-class and take-home assignments, and

c) pass the end-of-course exam with a minimum score of _75___%.

All-Inclusive Tuition/Fees

 The cost of the 75-hour broker prelicensing course is $425.00 per student. Students are required to purchase the required textbook: Principles of Real Estate Practice in North Carolina 2nd Ed., , Mettling, Cusic, This book can be purchased on the link provided at www.thomasncre.online.

 Annual Summary Report

The Thomas School of Real Estate opened February 4, 2020.

During the July 2022 –June 2023 license year, [Thomas School of Real Estate] had _73___ students who initially enrolled in a Broker Prelicensing Course. Of that initial number, __38__ of those students successfully passed the course, __9__ of those students completed the course but did not pass the end-of-course exam, and __2__ students did not complete the course.

 License Examination Performance Report

During the July 2022 – June 2023 license year, The Thomas School of Real Estate had 7 of our students take the 2-part state license examination for the first time within 30 days of completing one of our Broker Prelicensing Courses. 3 of those students passed on their first attempt, resulting in a cumulative 42.86% pass rate on the North Carolina Examination. 

  • The Thomas School of Real Estate did not offer any In-Person instruction Prelicensing courses during this time period.

  • 150 of our students completed our Broker Prelicensing Course by
    Synchronous instruction method. 120 of those students passed, resulting in a 80% pass rate on the North Carolina Examination.

  • The Thomas School of Real Estate did not offer any self-paced distance instruction Prelicensing courses during this time period.

  • The Thomas School of Real Estate did not offer any Blended Prelicensing courses during this time period.

Purpose of the Postlicensing Program

The primary objective of Postlicensing Education Program is to provide instruction at a level beyond that provided in the Broker Prelicensing Course on topics

deemed to be of special importance to licensees.

 Per General Statute 93A-4(a1), provisional brokers must complete, within eighteen (18) months following initial licensure, a postlicensing education program consisting of ninety (90) hours of instruction in subjects determined by the Commission in order to retain eligibility to actively engage in real estate brokerage.

The Postlicensing program consists of three 30-hour courses prescribed by the NC Real Estate Commission that may be taken in any sequence. Be aware that a postlicensing course will expire two (2) years after its completion date. When a provisional broker has timely completed all three (3) courses, the provisional status of the broker’s license will be automatically terminated by the NC Real Estate Commission.

Course Descriptions

Post 301 - Brokerage Relationships and Responsibilities 

Topics addressed in this course include a review of agency relationships in real estate residential and commercial sales and commercial property management transactions, a real estate broker’s legal duties to clients and customers, a step-by-step review and discussion of the functions and responsibilities of a real estate broker when working with sellers and buyers, a review of issues associated with transactions in progress when a broker leaves a firm, and a review of license status and education issues.

Post 302 - Contracts and Closing

Topics addressed in this course include selected basic contract law concepts, real estate sales contract preparation, sales contract procedures, buyer’s due diligence, closing procedures, Real Estate Settlement Procedures Act, closing disclosure preparation, contracts for deed, options, and selected real estate license status and education issues.

Post 303 - NC Law, Rules, and Legal Concepts

Topics addressed in this course include general NC licensing requirements, brokerage compensation issues, the disciplinary process, specialized types of real estate, property management in NC, and miscellaneous laws and legal concepts.

Course Materials

Each student is required to use and have immediate access to the current editions of the NC Real Estate Manual and North Carolina License Law and Commission Rules booklet during each Postlicensing course session.

Thomas School of Real Estate DOES allow a student to use the online versions of the NC Real Estate Manual and NC License Law & Commission Rules booklet during classes.

 End-of-Course Exams

(written exam at Provider’s classroom location on last scheduled day of course).

 (Online Course): Online via Zoom on the last day of the scheduled course via Google Quizzes.

c) pass the end-of-course exam with a minimum score of __75__%.

The cost of individual postlicensing courses is $180.00 per individual course or students can purchase all three courses in a bundle package for $525.00. Please note when purchasing the bundle package, students must enroll and complete the three consecutively scheduled postlicensing courses. Failure to enroll in any of the three will NOT constitute a refund for the missed course or courses. It is the responsibility of the student to arrange their schedules in order to meet the schedules of the courses as designed by the Thomas School of Real Estate, LLC. 

It is MANDATORY for each postlicensing student to purchase the North Carolina Real Estate Manual PRIOR to beginning a postlicensing course. This manual can be purchased at the following website: https://www.ncrec.gov/. Students will not be permitted to begin the course without this.

Broker Continuing Education Courses (In person/Online Synchronous) 

Purpose of the Continuing Education Program

The primary objective of the mandatory Continuing Education Program is to help assure that licensees possess the knowledge, skills, and competency necessary to function in the real estate business in a manner that protects and serves real estate consumers and the public interest.

 Per G.S.93A-38.5, brokers must complete eight (8) credit hours of instruction annually in subjects approved by the Commission to retain eligibility to actively engage in real estate brokerage. Per Commission Rule 58A .1702, the eight hours must consist of an Update course and four credit hours of elective courses.

Tuition

The cost of enrollment in the GENUP and BICUP courses is $50.00. Once enrolled, the instructor will provide each student with the required course materials.

 

Registration, Enrollment, and Conduct

 Registration

To enroll in a course at Thomas School of Real Estate prospective students must enroll on the website at www.thomasnc.online.

 Each prospective, prelicensing, postlicensing, and continuing education student who wishes to enroll in online courses at the Thomas School of Real Estate MUST possess the following items.

*Broadband or latest version of internet services*

*A personal computer equipped with a webcam*

*Microphone*

 *Zoom cloud-based video conferencing platform.

 *Please Note that Tablets, iPad, and Phones will NOT be permitted for students to use for online instruction*

Requirements to obtain a provisional broker’s license in North Carolina.

 1) Be at least 18 years of age.

2) Be a United States citizen, a non-citizen national or a qualified alien under federal law or have a lawful presence in the U.S. and be authorized to work in the U.S. in the real estate brokerage field. [Note: A holder of a U.S. Permanent Resident Card (“Green Card”) is a “qualified alien.” Work authorization in the U.S. for most other Real Estate Licensing in North Carolina 5 aliens requires a U.S. immigration visa (rather than a visitor visa) and/or an Employment Authorization Document from the U.S. Citizenship and Immigration Service that permits work in the real estate brokerage field.

3) Have a Social Security Number.

4) Satisfy one of the Education Qualification Options listed below.

5) File a complete application and fee.

6) Pass the two-part real estate license examination (Exceptions: Persons eligible to bypass the license examination or to take only the State section of the examination under qualification option #4 below and some license reinstatement applicants); and

7) Satisfy the Commission that the applicant possesses the requisite character for licensure.

 

Education Requirements

 License applicants must complete the 75-hour North Carolina Broker Prelicensing Course at/through a Commission-certified Education Provider or possess education and/or real estate experience the Commission finds equivalent to such course.

 1.       COMPLETION OF THE 75-HOUR NORTH CAROLINA BROKER PRELICENSING COURSE

2.    COMPLETION IN ANOTHER STATE OF AN EQUIVALENT REAL ESTATE SALESPERSON PRELICENSING COURSE An applicant may seek a waiver of the 75-hour North Carolina Broker Prelicensing Course based on completion of equivalent salesperson prelicensing education in another state.

Per Commission Rule 58A .0304, to qualify for such waiver, the completed prelicensing education in the other state MUST: 6 Real Estate Licensing in North Carolina 1) have consisted of at least 75 hours of instruction [no partial credit granted]; 2) have been completed within one (1) year prior to North Carolina license application and while the applicant was a resident of the other state; and 3) be parallel to the topics and timings

described in the Commission’s Prelicensing course syllabus.

 Required Documentation A course completion certificate or transcript evidencing the successful completion of a prelicensing education program that meets the requirements stated in Rule 58A .0304.

EQUIVALENT REAL ESTATE EDUCATION

 

1.        An applicant may seek a waiver of the 75-hour North Carolina Broker Prelicensing Course based on completion of substantial real estate education other than prelicensing courses.

  Per Commission Rule 58A .0304, to qualify for such waiver, the applicant must have a baccalaureate or higher degree in the field of real estate, real estate brokerage, real estate finance, real estate development, or a law degree conferred on the applicant from any college or university accredited by a college accrediting body recognized by the U. S. Department of Education. Required Documentation A transcript evidencing the successful completion of a baccalaureate or higher degree that meets the requirements stated in 58A .0304.

 2.      CURRENT LICENSURE AS A REAL ESTATE SALESPERSON OR BROKER IN ANOTHER STATE

 An applicant who holds a current real estate license in another state (or U.S. territory or Canadian jurisdiction) that is equivalent to NC’s provisional broker license and that has been on active status within the previous three (3) years may EITHER.

 1) submit an application, including criminal record report, certification(s) of licensure, and application fee,

2) pass the State portion of the license examination, and

3) be issued a provisional broker license (assuming requisite character requirements are met) and be subject to the Postlicensing education requirement; OR 1) submit an application, including criminal record report, certification(s) of licensure, and application fee, and 2) be issued a provisional broker license (assuming requisite character requirements are met) and be subject to the Postlicensing education* requirement. *Please note that provisional brokers who applied for an NC license based on licensure in another jurisdiction and who opted not to take the State section of the license examination are NOT eligible for any waiver of Postlicensing education under Rule 58A .1905.

Requirements for enrolling in postlicensing courses.

All provisional brokers in North Carolina are required to successfully complete 90 hours of postlicensing courses within 18 months after being issued a license by the North Carolina Real Estate Commission.

Provisional brokers MUST have a license number and present a copy of their pocket license card to the Thomas School of Real Estate while enrolling in postlicensing courses.

Provisional licensees whose license is on inactive status may enroll in postlicensing courses. 

Postlicensing courses may be taken in any sequence.

If the provisional broker’s license is expired more than 6 months and up to 2 years, then they must successfully complete one (1) Postlicensing course. The course must be completed within 6 months prior to submitting reinstatement.

Requirements for enrolling in Continuing Education Courses

Provisional brokers are not required to enroll in continuing education courses until their second renewal year.

All brokers enrolling in continuing education courses at the Thomas School of Real Estate must provide a copy of their pocket license card. 

Tuition and Fees

Thomas School of Real Estate accepts the following forms of payment. Online website payment and Paypal option.

Postlicensing Courses: 

Tuition must be paid in full and received by the beginning day of each course. 

​

Attendance

 ·         Students in an in-person or synchronous distance learning Broker Prelicensing Course must attend a minimum of 80% of all scheduled instructional hours.

  Students in an in-person or synchronous distance learning Broker Postlicensing Course must attend a minimum of 90% of all scheduled instructional hours.

·  Early departures from CE courses delivered in-person or via synchronous distance learning are prohibited by Rule 58A .1705.

·         Attendance will be closely monitored, including late arrivals and early departures from class sessions and from all scheduled breaks, during in-person and synchronous distance learning courses. All time missed will be recorded for each student. 

​

Course Cancellation or Rescheduling / Refunds

  Thomas School of Real Estate reserves the right to cancel or reschedule a course as needed.  Students enrolled in a rescheduled or canceled course will be given a minimum ____2__ [days] notice of the cancellation or revised course schedule.

If a course is canceled or rescheduled, students will have the following options: Transfer to a later or different course; receive a refund.

 Withdrawals and Transfers / Refunds

 A student may withdraw from a course by giving written notice to the Education Provider prior to the start of the course. In such an event, the student will have the following options: transfer to a later or different course; receive a refund).

A student who terminates enrollment in a course either with written notice to the Education Provider or by no longer attending a course on or after the first day of class will not be entitled to a refund of any portion of paid Tuition

Student Conduct

Students are expected to attend class as scheduled for both in-person and synchronous online learning.

Students are expected to have the required textbooks for both in-person and synchronous learning.

Students enrolled in the online synchronous courses are expected to have the proper technological equipment and always REMAIN on camera.

Unacceptable student behavior which will result in dismissal from courses at the Thomas School of Real Estate.

 Offensive language or demeaning remarks towards the instructor or any classmates.

talking out of turn consistently.

surfing the internet in class

texting, making, or accepting phone calls.

working on activities not connected to the course.

Refusal to stay on camera during online synchronous courses.

Cheating

If a student is discovered to be cheating in any manner during an examination, the student will be immediately dismissed, will receive a failing course grade, will not be eligible for any retake or makeup policies, and will be reported to the NC Real Estate Commission [per Commission Rule 58H .0203(h)].

If wireless Internet access is provided, the Education Provider is not responsible for disruptions in or problems with the service. 

Thomas School of Real Estate DOES allow the use of laptops, tablets, and similar devices in the classroom. 

If such devices are permitted, the following guidelines will be enforced to minimize distraction from the learning environment:

 

   Students may use electronic devices to enhance their learning, including taking notes, researching class topics, or viewing the on-line version of the NC Real Estate Manual. Sending personal emails/texts, shopping online, visiting social networking sites, or playing games are considered to be disruptions and are not acceptable student conduct. If an instructor discovers that a student is using an electronic device for these (or similar) purposes, notetaking purposes.

 ·         If the wireless Internet access is disrupted during a course, Thomas School of Real Estate will provide a printed copy of the NC Real Estate Manual to any student who had been using the online subscription. The loaned NC Real Estate Manual must be returned at the end of the session. A student who fails to return a loaned NC Real Estate Manual textbook will be charged $50.00.

 

·         Instructors, at their discretion, may designate times during which students may and may not use their electronic devices during class sessions. If an instructor has directed students to discontinue use of electronic devices, all students must put away their devices immediately. If a student does not follow an instructor’s direction to discontinue use they will be dismissed from the course.

 ·         Sound on electronic devices must be muted during class sessions.

·         The possession and use of electronic devices (other than a basic calculator) are strictly prohibited during all quizzes and exams.

 *Students (synchronous) may not participate in a class from a vehicle.

Visitors

Classroom courses at Thomas School of Real Estate are open to enrolled students only. Enrolled students may not bring visitors to the classroom without prior approval of the Education Director.
